Many can easily and best be stopped that way. However, if I were you, I wouldn't do this just for the purpose of running the minimum number of programs. Some of them can hurt performance severely, but others have no effect on performance. Don't just stop programs from running willy-nilly.

A lot of programs have settings to control whether it runs when windows loads. Other options: From a run box type 'msconfig' and select the Startup Tab. You can uncheck the applications you wish to stop from loading with windows Another option is Autoruns , which is an excellent startup manager.

If no Startup Item causes this problem, there might be a problem with a Microsoft service. Repair the service, reset, or reinstall Windows. After you determine the startup item or the service that causes the problem, contact the program manufacturer to determine whether the problem can be resolved.

Or, run Windows with the problem item disabled. To do this, run the System Configuration utility and enable your Services and Startup Items, but clear the check box for the problem item.
